Russian-based eHailing platforms – InDrive and Maxim, have been ordered to cease their operations in Malaysia by July 2025. According to Transport Minister Anthony Loke, the two eHailing platforms have been issued letters to cease operations by the Land Public Transport Agency (APAD) for allegedly operating illegally.

He added that the both InDrive and Maxim must cease their operations in the country effective 24th July 2025.

According to APAD, the decision to suspend both platforms was made after they were found to have violated their licensing conditions under the Land Public Transport Act 2010 (Act 715) which requires all eHailing vehicles to hold a valid eHailing Vehicle Permit (EVP).

A few days earlier, the Malaysian P-Hailing Riders Association have reportedly urged the government to take strict enforcement action against Indriver and Maxim as they were still operating despite not complying with regulations under the existing act. The association claimed that both eHailing platforms have failed to ensure their drivers have a valid Public Service Vehicle (PSV) licenses.

They added that the leniency towards these platforms was not only unfair to compliant drivers but it also jeopardise the safety of passengers.

It was also alleged that the some drivers on the eHailing platform were operating without an eHailing insurance and several vehicles have not completed the required vehicle inspection specified under the terms and agreement.

Despite the letter from APAD, Anthony Loke said the two platforms may submit an appeal but the decision rests on his ministry.
